I mean...seriously, it's usually the bears *****ing about the pirates. As an experiment, commit a few felonies in real life and see how things fare when you approach a police station. I'm going to guess that you have a similiar RL experience.

Pirate attacks make a normally boring mission a litle more fun. Seriously, you'll be better kitted than 99% of the pirates that bother probing you out. You may not be able to lock them down while missioning but you can certainly give them incentiv...
